Hessrs. Reuter Brockelmann & Co., Canton, bearing Chinese stamps, The only thing inside the envelope is a small paper portfolio bearing the following words:-
"Messrs. Reuter Brockelmann & Co., Hongkong.
"Tientsin 2nd. August, 1915.
Inside are unsigned copies of about 17 letters in English and German. Some are addressed to Alfred Richter, lew York, and scme to other firms in New York, San Francisco, and Japan. Two letters are addressed to Alfred Richter, Shanghai.
A latter of the 28th. July to Messrs. K. S.
Elias Jr., New York, contains the following sentence:-
"The Bills of Lading are made out in the name of lir, "Alfred Richter, as shipper in order to prevent any "possible difficulties in connection with the new "regulations issued by the British Government in regard "to the Trading with the Enemy Act, of which please
"take note".
A letter to the Japanese Fan Co., New York,
contains the following sentence;-
"The Bills of Lading and Consular Invoices for the above "parcel are made out in the name of Mr. Alfred Richter, "as shipper in order to prevent any a possible difficul- "-ties in connection with the new regulations issued by "the British Government in regard to the Trading with "the Enery Act, of which please take note*.
A letter to John C. Uhrlaub, Esquire, New York,
contains the following sentence:-
